Introducing a new system is often the easy part. Getting people to understand it, accept it and actually change how they work is much harder. That is why change management has become an important capability for professionals involved in digital transformation, organisational restructuring, AI adoption and other major workplace changes.
If you are considering a change management course in Singapore, this guide covers what you should learn, typical course costs, available funding and what outcomes you should expect.
What Does a Change Management Course Teach?
Change management is the structured process of helping people and organisations move from a current way of working towards a desired future state. A good course should therefore go beyond simply teaching a framework.
You should learn how to:
Understand how a proposed change affects different stakeholders
Assess whether people are ready for the change
Build leadership and stakeholder support

For example, Prosci currently lists its three-day Change Management Certification Program in Singapore at S$5,950 for in-person training and S$5,600 for online training as of September 2026.
Other professional certifications such as APMG Change Management are available through authorised training providers, with fees varying by provider and course format.
SSG-Supported or WSQ Training
Singapore also has SSG-supported and WSQ programmes that develop related competencies such as leadership, organisational transformation, business strategy, innovation and workforce change.
These can be attractive because eligible programmes may receive substantial course-fee subsidies.
However, not every course marketed as a change management course is automatically SkillsFuture-funded, so always check the specific course listing before enrolling.
Short Workshops
Short workshops may focus on specific areas such as stakeholder management, resistance, change readiness or communication.
They can be useful if you already understand the fundamentals and need a particular skill rather than a full certification.
How Much Does a Change Management Course Cost?
There is no single standard fee.
The cost depends on the qualification, provider, duration and whether government funding applies.
A simple way to think about the market is:

International certification | Usually several thousand dollars |
SSG/WSQ-supported programme | Gross fee varies; eligible learners may receive subsidies |
Short specialist workshop | Generally lower cost, depending on duration and provider |

Do not compare courses only using the headline fee.
A S$3,000 course with substantial subsidy may ultimately cost less than a S$1,500 programme without funding.
Look at the nett fee you actually need to pay.
What SkillsFuture Funding Is Available?
Singaporeans may have several forms of support, depending on the course.
SkillsFuture Credit
Singapore Citizens aged 25 and above receive a base S$500 SkillsFuture Credit, which does not expire and can be used for eligible courses.
SkillsFuture Credit (Mid-Career)
Singapore Citizens aged 40 and above also receive a S$4,000 SkillsFuture Credit (Mid-Career) for selected programmes aimed at substantive upskilling and reskilling. This credit does not expire.
Not every short course qualifies for the Mid-Career Credit, so check the course eligibility before assuming it can be used.
Mid-Career Enhanced Subsidy
Singapore Citizens aged 40 and above may receive up to 90% course-fee subsidies for eligible SSG-supported certifiable courses under the SkillsFuture Mid-Career Enhanced Subsidy.
Again, the actual funding depends on the specific course.
Employer-Sponsored Training
Employers may also receive training support.
For example, eligible SMEs can receive up to 90% course-fee funding for supported training programmes.
This makes employer-sponsored learning worth exploring if the training directly supports your role or an organisational transformation project.
What About UTAP?
NTUC Union members may also receive support through the Union Training Assistance Programme (UTAP) for approved courses.
As of 2026:
Members below 40: 50% of the unfunded course fee, capped at S$250 per year
Members aged 40 and above: 50% of the unfunded course fee, capped at S$500 per year
The “unfunded” portion refers to what remains after applicable government subsidies.
UTAP only applies to approved courses, so eligibility still needs to be checked.
What Should You Actually Get From the Course?
The value of a change management course should not be measured only by the certificate.
You should leave with practical capabilities you can apply to a real transformation.
Change Readiness
You should be able to assess whether employees, leaders and organisational systems are ready for a proposed change.
Stakeholder Management
